Project Overview
The City of Bremerton is commencing design of the Warren Avenue Bridge Multimodal Improvement Project to improve safety and accessibility on one of the city's most essential transportation corridors. Serving as a key community connection between East and West Bremerton, the Warren Avenue Bridge supports thousands of pedestrians, cyclists, and drivers each day. This project is a critical part of the Bridge-to-Bridge Trail, linking the Warren Avenue Bridge to the Manette Bridge, and aims to make the bridge safer and more accessible for people of all ages and abilities.
The vision for the project was articulated in the Bremerton Port Washington Trail - Trail Master Plan (i.e. Bridge-to-Bridge Trail) in 2005. The project is identified in the City’s 2016 Comprehensive Plan, Transportation Appendix (Project #28, page T Appendix-45) and in the City’s SR 303 Corridor Plan preferred alternative (2021).
Project Benefits
- Enhanced Safety for Pedestrians and Cyclists: Wider sidewalks reduce conflicts and create a safer, more comfortable crossing for everyone, especially pedestrians, cyclists, and those using mobility devices.
- Prevention of Cross-Over Accidents: A new, reinforced median barrier prevents cross-over traffic accidents, improving safety for motorists and providing an added layer of security for all bridge users.
- Accessibility Improvements: ADA-compliant upgrades ensure that the bridge is accessible for individuals with disabilities, making it an inclusive part of our city’s infrastructure.
- Encouraging Active Transportation: The expanded sidewalks make walking and biking more viable, aligning with the City’s commitment to sustainable, active transportation.
- Supporting the Bridge-to-Bridge Trail: This project reinforces the Bridge to Bridge Trail, providing a continuous, safe route between East and West Bremerton and strengthening the connection between the Warren Avenue and Manette Bridges.
Project Features
- Wider Sidewalks: Sidewalks on both sides of the bridge will be expanded to provide more room for pedestrians, cyclists, and mobility device users.
- New Median Barrier: The existing median will be replaced with a stronger barrier to prevent cross-over traffic accidents and enhance motorist safety.
- Improved Lighting: Energy-efficient lighting will be installed along the bridge to improve visibility and safety for users at all times of day.
- Pedestrian Barriers: Protective barriers between sidewalks and traffic lanes will be brought up to current standards, adding extra safety for pedestrians and cyclists.
Project Funding
The total project funding amount is $26.5M, including secured and unsecured funding.
The Project design and permitting is funded by a $1.5M Washington State Grant, awarded to the City in 2020.
The Project construction funding is $25M and is included in the Moving Ahead Washington transportation funding package. Funding is anticipated to be awarded in 2025.
Project Timeline
- Feasibility Phase: June 2016 to March 2024
- Design & Permitting Phase: October 2024 to Fall 2026 (see below)
- Construction Start: Anticipated Summer 2027
- Expected Completion: Anticipated Summer 2029
Public Involvement
The City of Bremerton welcomes community input to help shape the project’s final design.
The City held significant public involvement as part of the feasibility study phase, engaging the public through a combination of open houses, surveys as well as convening a project stakeholder advisory group. A timeline of historical public outreach events is available for download.
Moving forward with final design, the City plans to hold two additional in-person open houses, allowing residents to review design plans and features, ask questions, and provide feedback. Online surveys will also be available for those unable to attend events in person.
Open houses are anticipated Fall 2025 and Spring 2026.
