Central Bremerton Force Main Replacement

Project Overview
The Central Bremerton Force Main (CBFM), constructed in 1989, is a critical sewer force main that serves the Navy shipyard, downtown businesses, and essential public services, including Washington State Ferries and Kitsap Transit. In December 2023, the City discovered that a portion of this pipeline had failed due to corrosion. The City investigated the pipe and discovered additional failures, which were subsequently repaired. The City hired a design engineering firm (Parametrix) to evaluate alternatives for repair and/or replacement of the failed section of sewer main. This project will replace 3,100 feet of 14-inch sewer pipe to prevent future failures and potential sewer overflows.
Project Status
The Cityhas been awarded a Defense Community Infrastructure Program (DCIP) grant to fund construction of the project in the amount of $7.145M. The City opened bids on May 7, 2025. The project was awarded on June 4, 2025 to Sound Pacific Construction, LLC for $3.399M. Construction started in July 2025, and is planned for completion by the end of November 2025. The City issued a Notice to Proceed to the contractor on July16, 2025.
The City has received a Categorical Exemption for this project under NEPA. The City has received the Notice To Proceed from the Office of Local Defense Community Cooperation (OLDCC).
The contractor has completed the CBFM bypass and successfully made the connection to the Cross-Town pipeline and has drained the CBFM in preparation to start laying pipe. Two large trees were removed from a private residence on Gregory Way and the landscape restoration is under way. An arborist, hired by the city determined the two trees would not have survived construction of the pipeline.
The next step is for the contractor to start laying pipe on 1st street starting at Montgomery and working his way west towards Naval Avenue.

Funding
The City was awarded a DCIP grant through the OLDCC. The $7.145M grant will fund construction only. The City is funding the design, environmental permitting and construction management totaling approximately $843,000 from the City’s Wastewater Capital fund.
