I would ask the Court to reconsider imposing this proposed rule. I have been a public defender for over 30 years and my vast experience with public defense cases leads me to conclude this proposed rule will further clog an already busy court docket. Some public defense clients are simply incapable of providing a signed plea agreement or resolution in advance. Just this morning I have emailed again a reminder that the paperwork I sent a week ago needs to be returned before court tomorrow morning. Assuming the defense attorney makes a record that he/she went over the resolution with their client and the client understands the agreement, I see no reason why a judge can't accept that plea filed that very day because it takes little time to review the paperwork.

The rule is also silent whether a bench copy may be emailed or hard copy, the latter which is simply not good for the environment.
