What is the Bremerton Comprehensive Plan?
Our current Comprehensive Plan is a 20-year vision and roadmap for Bremerton’s future. Our plan guides City decisions on where to build new jobs and houses, how to improve our transportation system, and where to make capital investments such as utilities, sidewalks, and parks. Our Comprehensive Plan is the framework for most of Bremerton’s big-picture decisions on how to grow while preserving and improving our neighborhoods.
Our Comprehensive Plan helps protect our environment, quality of life, and economic development. Our plan is consistent with the Puget Sound Regional Council’s Vision 2050 and Kitsap County’s Countywide Planning Policies.

History of this Comprehensive Plan
This Comprehensive Plan was updated after the City Council’s June 4th, 2025 Public Hearings. The 2024 Comprehensive Plan update utilizes the Center Strategy approach for future development. The Center strategy includes focusing higher populations and employment into Centers (Downtown, Harrison Heights, District Centers such as Wheaton/Riddell, Wheaton/Sheridan, and Charleston, Neighborhood Center - Manette, and the Manufacturing and Industrial Center (PSIC-Bremerton). This growth strategy is a description of a preferred pattern of urbanization that has been designed to minimize environmental impacts, support economic prosperity, promote adequate and affordable housing, improve mobility, and make efficient use of existing infrastructure.Environmental Review Documents for 2004 Comprehensive Plan, 2016 Comprehensive Plan, and 2024 Comprehensive Plan Update
