The Eastside Treatment Plant (East Plant) processes combined sewer flows from East Bremerton during wet weather periods when the volume of combined sewage exceeds the capacity of the downstream sewage conveyance system. Constructed in 2001, the UV disinfection equipment has reached its useful life and is no longer reliable due to becoming obsolete since replacement parts are no longer manufactured. This project replaces the old equipment with new, more efficient, and reliable equipment. The purpose of this project is to upgrade the disinfection equipment. The benefits of this project are the protection of water quality from the discharge of untreated combined sewer.
Project Status
This project is being delivered under a traditional design-bid-build approach. The City selected CONSOR to complete the final design. The City has submitted a request to pre-purchase the UV equipment to the Department of Ecology. The City plans on placing an order for the equipment in November 2025. While the equipment is being manufactured and delivered, Consor wll be finalizing the bid-ready plans and specifications for bidding and award of a construction contract in May, 2026.
Although construction is planned for the Summer of 2026, project design review and approvals through the Department of Ecology could delay construction until the summer of 2027.

Funding
This project is being funded through a low interest loan provided by the Washington State Department of Ecology. The City is in the process of approving the funding agreement. A Resolution accepting the loan for $3.964M was approved by the City Council on May 21, 2025 (WQC-2025-BremPW-00182).
