What is Bremerton's Comprehensive Plan?

The Comprehensive Plan will be a framework for most of Bremerton’s big-picture decisions on how to grow over the next 20 years while preserving and improving our neighborhoods. Washington State law requires all cities to update their plan every 10 years. Bremerton's plan will be consistent with the Puget Sound Regional Council's Vision 2050 and Kitsap County's Countywide Planning Policies.

How does transportation fit into the plan?

Transportation needs in our city are unique with a naval base, shipyard, connections to the Washington State Ferry System and a population projected to grow by over 46 percent in the next 20 years. The Transportation Element in the Comprehensive Plan will ensure we have a transportation road map to maintain a safe, efficient and integrated multimodal transportation system that supports a healthy and vibrant community. Multimodal refers to all modes of transportation: vehicles, transit, bicycles and pedestrians. To help achieve this multimodal vision we also will update Bremerton’s Active Transportation Plan which focuses on non-motorized transportation including bicycle and walking routes.

Community engagement during this process helps to shape the final plan. We have also conducted traffic studies, modeled future data and evaluated different solutions to determine what projects might be possible to improve travel in Bremerton. 

How will the city fund this work?

Once we adopt the plan, we will assess projects on an annual basis and prioritize them. The city applies for grants and other funding sources to complete projects.
