This project is currently in final design phase with design consultant Parametrix, Inc. A 60% design plan set will be available in late June, 2025. An outfall habitat survey report has been completed and can be downloaded using the link below.
Scope/Purpose
The East 9th Street Stormwater Improvements project will address stormwater capacity issues in the existing stormwater network in the lower Manette neighborhood in Bremerton. Stormwater will be diverted from an undersized (12”) stormwater outfall located at the west end of E 11th Street to the existing 6” outfall at East 9th Street. The 6” outfall will be upsized and replaced to accommodate the additional flow. The project will also reroute stormwater from Perry Avenue south of 10th Street to the new East 9th Street outfall to alleviate potential flooding.
The existing pocket park at the end of E 9th Street will be improved to provide ADA accessible picnic tables, a view point, and improved beach access. The concrete rubble will be removed and replaced with more natural gravels, cobbles, and boulders to provide enhanced ecological function.

Funding
The project will be completed using American Rescue Plan Act (ARPA) funds. The current construction cost estimate for the project is $3.6 million.
