The Governor’s essential services disconnection moratorium, Proclamation 20-23, expires September 30, 2021. To alleviate continuing hardships caused by the COVID-19 pandemic, the following customer assistance options may be available to those impacted by COVID-19.
Installment Payment Plan (IPP): is an agreement by the Account Holder to reconcile a delinquent utility account. Installment payments must be made by your monthly billing due date. Installments will be in effect from January 2022 – Dec 2022. You can apply for an extended payment arrangement for past due amounts prior to September 30, 2021. Apply using the following steps:

Complete & sign an Installment Payment Plan Agreement
If an IPP agreement is not signed by December 31, 2021, qualifying delinquent balances will receive delinquencies for unpaid past due balances.
Federal Assistance: Low-income households might qualify for federal energy and water assistance programs. This program is called LIHWAP (Low-Income Household Water Assistance Program). To apply for LIHWAP, you must schedule an appointment with Kitsap Community Resources (KCR).
KCR has federal funds available to help with past due accounts.
