Project Update (April 8, 2025)

Design Phase: The City, through a public and competitive process, has selected Parametrix Inc. to perform engineering and design services for the 6th St Pavement Preservation Phase III Project. The contract executed three amendments with the total contract valued at $510,579.00. Design was completed in 2024 and city retains Parametrix’s services through the construction phase of the project.

Construction Phase: The City, through a public and competitive bidding process, verified the lowest responsive and responsible bidder and awarded the construction contract for the project to Ceccanti Inc on 12/20/24 following City Council approval on 12/18/24. The construction contract amount with Ceccanti Inc amounts to $3,995,896.32

City mailed notices to all property owners and tenants along the corridor on 2/12/25 stating that construction would be beginning soon and to expect work occurring in the ROW.

A pre-construction conference was held on 1/30/25, Notice to Proceed (NTP) was issued on 2/19/25 for construction of the project, and a material suspension was issued on 2/20/25.

City re-issued Notice to proceed on 3/28/25 and physical construction began on March 31, 2025.

The City has a 5 year pavement moratorium (BMC 11.12.250 [c]) which does not allow any cuts within the pavement prism for 5 years after final paving is completed. With Construction set to begin in 2025, the City is again providing notice and seeking coordination with any property owners along the corridor that will anticipate needing subsurface improvements for development. The City has mailed prior notices to property owners along the corridor on 10/24/22 and 4/10/23 and provided multiple on-line updates with the last one occurring on 2/24/25.

Project Overview

Pavement preservation of 6th Street between Naval Avenue and Warren Avenue. The grant funded work includes grinding and overlay, pavement markings, signs, and other street related improvements. The project includes upgrading non-compliant ADA ramps within the project area, watermain replacement, stormwater improvements, and replacement of a traffic signal at Veneta Avenue.

Project Status

The City has been offered a United States Surface Transportation Program (STP) Grant through the Puget Sound Regional Council (PSRC) to construct a grind and overlay of 6th Street between Naval Avenue and Warren Avenue. The grant amount is $1,772,838 and requires a City match of $397,162. The project also includes reconstruction of non-compliant ADA curb ramps, signal replacement, utility replacement, and stormwater retrofits. Total project cost is $5,000,000. Total City cost is $3,227,162.
