On October 7, 2020 the Bremerton City Council approved the Harrison Heights Subarea Plan and Planned Action Ordinance for this important City Center under Ordinance 5401 and 5402. On May 4, 2022 the City Council approved amendments to original plan. To honor local philanthropists Angie and Benjamin Harrison the Subarea area was renamed Harrison Heights on August 21, 2024. The plan directs focused, mixed growth, with a range of commercial and multifamily residential into this key center. The Subarea Plan includes design standards, zoning, and streetscape standards for this 80-acre district. For projects that qualify as a Planned Action, those projects do not require an additional SEPA process as the environmental review has already been accomplished.
